“Reintegration Management Program”, a Public Officials Training Project for the De-Occupied Territories, Launched in Ukraine

Other projects

The Reintegration Management Program* is aimed at solving the problem of the shortage of qualified administrators in the de-occupied territories (Crimea, Donetsk, and Luhansk regions) during the transition from occupation to reintegration and reconstruction. And this is especially relevant in the context of reintegration, where effective management, strategic planning, and administration are of key importance for stability and development. 
* The program is implemented with the support of the United States Agency for International Development (USAID) project "Ukraine Confidence Building Initiative (UCBI)." It was developed and is being implemented by the Mission of the President of Ukraine in the Autonomous Republic of Crimea and the MIM Business School with the assistance of the Office of the President of Ukraine.

PROJECT GOALS: 
<ul>
<li>Developing qualified leadership: Training in modern management practices and strategic management, which will help shape professionals capable of effectively managing government structures and possessing leadership skills. </li>
<li>Developing strategic and communication skills: Strengthening participants' capabilities in strategic planning and communication for the implementation of strategies for the economic, social, and infrastructural development of the de-occupied regions. </li>
<li>Promoting effective governance: Preparing future leaders with an adaptive and participatory approach to management, aimed at post-conflict recovery and development, ensuring inclusiveness and sustainability in reintegration efforts. </li>
<li>Developing consulting projects that address practical challenges in the de-occupied regions; with a focus on finding innovative solutions for economic revival, social cohesion, and infrastructure restoration. </li>
<li>Promoting regional stability and development, preparing future administrators for the smooth reintegration of territories, which will contribute to economic revival and social development. </li>
<li>Building a resilient administrative infrastructure to meet the urgent needs of post-conflict recovery and sustainable development. </li>
<li>Creating cooperation networks where professionals can exchange best practices and support one another in the reconstruction and development of their communities. </li>
</ul>
 
EXPECTED RESULTS:

<li>Sustainable regional development: training and developing qualified leaders will contribute to long-term economic growth, social stability, and sustainable development in the regions. </li>
<li>Effective governance and administration: the regions will benefit from improved management and administration, as program graduates apply the strategic management and leadership skills they have acquired. </li>
<li>Solving regional problems: the practical application of consulting projects, leading to innovative solutions to the complex challenges these regions face. </li>
<li>Developing a resilient management community: the program will help create a community resilient to future challenges, capable of governing the region during recovery and beyond. </li>
<li>Replication and expansion of the model: the success of this program may serve as a model for other post-conflict regions, potentially leading to its replication and adaptation elsewhere. </li>

<li>First (pilot) program — April 12 to September 5, 2024 </li>
</ul>
 
On September 13, the studies of the first group of the program, which lasted five months, concluded with a ceremonial graduation. Of the 105 selected participants, 99 received certificates, of whom 94 successfully completed the program and took an active part in developing and preparing projects related to various aspects of public life in Ukrainian territories after de-occupation.

About the Project

The program will consist of lectures, interactive sessions, meetings with top managers and representatives of government, and the development of group projects, which participants must defend at the end, and which will address the challenges of restoring the de-occupied territories.

PROGRAM PARTICIPANTS: 

The program is designed for individuals who are ready to take on responsibility and demonstrate leadership in the process of recovery and integration of the de-occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol, as well as the eastern regions of Ukraine.

<li>Basic knowledge of the history of Crimea, Donetsk, and Luhansk regions </li>
<li>Historical and political preconditions of the temporary occupation </li>
<li>Principles of good governance </li>
<li>Sustainable development of the de-occupied territories </li>
<li>Change management in modern business administration </li>
<li>International cooperation and European integration </li>
<li>Leadership for public administrators </li>
<li>Personal effectiveness of an administrator </li>
<li>Building effective teams. Staff motivation </li>
<li>Project-based approach in public administration </li>
<li>Business process management </li>
<li>Corporate culture. External and internal communications </li>
