Reintegration Management Program

More than 80% of the students in the <a href="https://rmp.mim.kyiv.ua/">Reintegration Management Program</a> (RMP) are former residents of currently occupied territories. While 105 participants passed the qualifying stage, this is just a start in addressing the lack of competencies in the public sector. The Crimean Peninsula alone will require about 50,000 people to work in government agencies. Given the staff shortage in almost every field, this is a significant challenge. RMP students are now studying management and leadership skills, learning about history, and meeting with current government officials to systematically apply their new knowledge for reconstruction after de-occupation.
According to Tamila Tasheva, the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea, RMP is a forward-looking project, but the frontline and de-occupied territories need competent managers right now.
"The key task set by President Zelenskyy is to develop programs aimed at recruiting personnel for the de-occupied territories. For the Crimean Peninsula, we are focused on creating a 'team of Crimea'—people who can be engaged in various roles, both in management and as civil servants. We need to build a personnel reserve, which means training and motivating these individuals before they start working in the de-occupied areas. This is crucial for ensuring the stability of state, especially at the initial stage.
 This program isn't just for those already in the public sector; many participants have no prior experience in public administration. They are displaced persons from Donetsk and Luhansk regions or Crimea, veterans of the Ukrainian-Russian war, journalists, and civil sector representatives who applied because this mission matters to them," explains Tamila Tasheva.
The Reintegration Management Program was made possible with the support of the USAID Ukraine Confidence Building Initiative (UCBI) project. It is developed and implemented by the Mission of the President of Ukraine in the Autonomous Republic of Crimea and MIM Business School, with support from the Office of the President of Ukraine.
